Carlos A. Markovich is an Associate at Bercow Radell Fernandez Larkin & Tapanes focusing on land use, zoning, and planning matters throughout Miami Beach, the City of Miami, and Miami-Dade County.
Carlos’s practice is driven by a longstanding commitment to building resilient, inclusive communities through thoughtful planning and zoning. With an early appreciation for how urban design shapes daily life, he is motivated by the opportunity to help cities, residents, and developers collaborate effectively. His work often involves navigating complex regulatory frameworks, including Florida’s Live Local Act, and interpreting local zoning codes to ensure growth aligns with community character.
Carlos earned his Juris Doctor from the University of Miami School of Law, graduating cum laude, where he was named a Stearns Weaver/Shapiro Scholar and Dean’s Merit Scholar. He earned his undergraduate degree from the University of Miami, completing dual majors in Economics and Ecosystem Science & Policy, an academic foundation that allows him to approach development through legal, environmental, and economic perspectives.
Before entering legal practice, Carlos spent more than six years as a Senior Planner for the City of Miami Beach, where he reviewed architectural and zoning proposals, assisted with drafting zoning code amendments, and worked closely with local boards, residents, and stakeholders on neighborhood-scale improvements. In private practice, he has focused on land use and zoning compliance across Miami-Dade County, representing clients before zoning boards and commissions and assisting with projects shaped by the Live Local Act.
Carlos has contributed to the drafting and analysis of zoning code amendments related to urban design and density regulation, provided guidance to both private developers and local governments on implementation of the Live Local Act, and participated in professional panels and university-led workshops focused on affordable housing and adaptive reuse in coastal cities. He remains actively engaged in community-focused volunteer efforts, including resiliency initiatives, neighborhood associations, and mentoring students interested in land use and public policy.
