Biography

Paul B. Hernandez is an associate attorney at Bercow Radell Fernandez Larkin & Tapanes, where he focuses his practice on land use, zoning, and local government matters.

Paul is driven by a passion for public service and the role thoughtful development plays in shaping communities. He values the firm’s work in helping world-class clients obtain approvals for transformative projects across South Florida, developments that will be enjoyed by generations to come.

Paul earned his Bachelor of Arts in Political Science from Florida International University and his Juris Doctor from St. Thomas University School of Law.

He brings nearly two decades of experience working in and around local government. Paul began his career as a Commission Aide for two Miami-Dade County Commissioners and later represented clients in zoning and land use matters, including rezoning applications, variances, and Comprehensive Development Master Plan amendments. He also served as counsel to municipalities in Broward County, advising elected officials and staff, drafting ordinances and contracts, and serving as board attorney to planning and zoning boards.

Paul’s commitment to public service is further reflected in his tenure as an elected official. He served as a Councilman for the City of Hialeah from 2011 to 2021, representing a population of over 235,000 residents. During his time in office, he supported the expansion of Transit Oriented Development Districts and sponsored and co-founded the Artist Live/Work Overlay District, now known as the “Leah Arts District,” contributing to the cultural and economic revitalization of the community. He also previously served as a Commissioner for the Hialeah Housing Authority, where he advocated for providing Section 8 Housing Applications online, creating greater access to affordable housing.

In addition to his professional work, Paul is actively involved in community advocacy. He has volunteered as a patient advocate for the Nicklaus Children’s Hospital’s Heart Program and served as a patient representative before Florida’s Agency for Health Care Administration, advocating for the establishment of an adult congenital heart clinic.
