CLIENT NEWS: Massive project with 2,193 apartments proposed at park site in Miami-Dade

North Miami officials could approve a development project to build housing and retail on part of Claude Pepper Park in exchange for performing improvements to the public space.

The City Commission will consider the master site plan for the 27.7-acre Claude Pepper Park at 1525 and 1255 N.W. 135th Street on July 9. The city previously approved a land lease with Miami-based Redwood Dev Co. after it won the bidding in a city-initiated request for proposals (RFP) in 2022.

The mixed-use development would take place on 11.2 vacant acres on the west side of the park. Redwood Dev Co would spend about $14 million on public improvements to the park and the existing Joe Celestin Center community facility.

The development would total 4.04 million square feet, with eight buildings of 18 stories each. There would be 2,193 apartments, 121,500 square feet of commercial/retail space on the ground floors and 4,114 parking spaces. One commercial space would be large enough for a grocery store. That would include 918 units of senior housing.

The development would be built over four stories, with the public improvements in the first phase.

“Redwood CP Dev, LLC engaged best-in-class firms to deliver an exceptional development at Claude Pepper Park that will transform the west side of North Miami,” said attorney Mickey Marrero, who represents the developer. “Miami-Dade county’s housing crisis has the ability to be solved through public-private partnerships. In working with the city of North Miami, Redwood CP Dev has addressed the public needs for a planned development catering to seniors and lower income families in need of quality housing at an affordable rent that will be complimented with necessity retail and services for the local community.”

Miami-based Kobi Karp Architecture designed the project.

The public improvements would include an amphitheater, a community pool and splash pad, a fitness trail, a multi-purpose/soccer field, baseball fields, tennis and paddle sport courts, a fitness trail, and a concession building. In addition, the Joe Celestin Building would receive a new kitchen, gym, classrooms, computer lab and ballroom.

Redwood Dev Co is led by Brian A. Sidman and David Burstyn. The developer is a joint venture between BAS Holdings Investments and Winston Capital Partners.
