FIRM NEWS: Bercow Radell Fernandez Larkin & Tapanes Expands Its Team with Three New Associates

Bercow Radell Fernandez Larkin & Tapanes is pleased to announce the addition of Mark W. Royero, Mitchell Tozian, and Carlos A. Markovich as Associates, continuing the firm’s growth and strengthening its land use, zoning, and environmental practice.

A Miami native, Mark W. Royero earned his Juris Doctor, cum laude, from the University of Miami School of Law, where he received numerous honors, including the Dean’s Merit Scholarship and the Humberto J. Peña Award for Best Overall Advocate in the Gaubatz Moot Court Competition. He also earned a Bachelor of Arts in Political Science and English from the University of Miami. During law school, Mark gained experience as an intern with the City of Miami Beach Land Use and Zoning Division, the University of Miami School of Law Health Rights Clinic, and the Eleventh Judicial Circuit of Florida. He served in leadership roles with the University of Miami Moot Court Board and Trial Team, represented the University of Miami in national moot court competitions, and continues to mentor students in oral advocacy, reflecting a strong commitment to public service and community-focused advocacy.

Mitchell Tozian earned his Juris Doctor, magna cum laude, from Florida State University College of Law, where he received book awards in Environmental Law, Legal Writing and Research II, and Constitutional Law I. He earned his undergraduate degree in Philosophy from the University of Florida, where his studies sparked a strong interest in the relationship between communities and the natural environment. While in law school, Mitchell participated in the International Human Rights Advocacy Clinic and gained practical experience as a law clerk at one of Tallahassee’s oldest law firms, developing a strong foundation in legal research, writing, and navigating complex regulatory frameworks affecting land use and environmental matters.

Carlos A. Markovich earned his Juris Doctor, cum laude, from the University of Miami School of Law, where he was recognized as a Stearns Weaver/Shapiro Scholar and a Dean’s Merit Scholar. He also holds a bachelor’s degree from the University of Miami with dual majors in Economics and Ecosystem Science & Policy. Before entering private practice, Carlos spent more than six years as a Senior Planner for the City of Miami Beach, reviewing architectural and zoning proposals, assisting with zoning code amendments, and working with city boards and community stakeholders. He began his legal career practicing land use law in Miami, focusing on mixed-use urban infill and affordable housing developments, including projects shaped by Florida’s Live Local Act. Deeply connected to the Miami community, Carlos is also involved in transit advocacy and supports local artists and cultural initiatives.

The addition of Mark, Mitchell, and Carlos reflects the firm’s continued investment in building a strong, collaborative team and expanding its capacity to serve clients navigating complex land use and regulatory challenges throughout South Florida.
